A:
Because putting a bug into the code and then taking it out adds no value.
Because no customer has ever asked any of the developers to do this.
Let's suppose you take your computer in to a store for a routine $49 maintenance.
When you pick up your computer, the bill is $149.
When you complain, they respond, "Well, it was $49, but we charged you an additional $100 to take the dent out of the enclosure."
"But there was no dent in the enclosure when I brought it in!" "True, but we dented it when we installed the software!"
"But did I receive value from you taking the dent out?" "No, of course not!"
Similarly, putting a bug into the code and then fixing it adds no value to the customer.
